Jeffrey Kopp

Position/Title: 
Commander, Violent Crimes Suppression Division

Jeffrey Kopp currently serves as commander of the Violent Crime Suppression Division. He was appointed to this position by Chief Pamela A. Smith in November 2023. As part of the Investigative Services Bureau, the Violent Crime Suppression Division is responsible for the investigation and disruption of violent crime in the District of Columbia, through the intelligence led interdiction of robbery and carjacking offenses, the recovery of illegal firearms, the investigation of drug trafficking organizations, and the apprehension of wanted fugitives.

Commander Kopp joined the Metropolitan Police Department in September 2007. After graduating from the Metropolitan Police Academy, Kopp was assigned to the First District as a patrol officer where he served as a Field Training Officer and member of the Crime Suppression Team. Since that time, Kopp has risen through the ranks of the department, serving in a number of positions throughout the department.

In January 2014, Kopp was promoted to Sergeant and was assigned to the Fifth District, where he served as the district’s Field Training Coordinator and member of the Crime Suppression Team. In October 2016, Kopp was transferred to the Special Operations Division, where he supervised the Canine Unit, and participated in large scale events, First Amendment demonstrations, Presidential Inaugurations and dignitary protection and escort details.

In June 2018, Kopp was promoted to Lieutenant and was assigned to the Fifth District, where he managed Patrol Service Area 503, and served as a Watch Commander on the midnight shift. In this role, Kopp was responsible for reviewing and analyzing crime trends, creating plans to combat the crime and providing support to his personnel. Kopp worked closely with the community to address their concerns and work toward the reduction of crime in their neighborhoods.

In December 2019, Kopp was assigned to the Criminal Investigations Division where he oversaw the investigative efforts of the Fourth District Detectives Office. During this time, Kopp oversaw and directed criminal investigations into shootings, robberies, carjackings, burglaries, assaults and thefts. In April 2021, Kopp led the Sexual Assault Unit, overseeing and directing investigations related to the sexual abuse and assault of adults.

In December 2021, Kopp was promoted to Captain and was assigned to the Youth and Family Services Division, where he oversaw investigations into the neglect and physical/sexual abuse of children, critical missing persons, and the detention of juvenile offenders. This unit also focused on meaningful intervention with the District’s youth and their families through focused outreach and engagement.

In June 2021, Kopp was transferred back to the Criminal Investigations Division where he managed the District Investigations Branch, which includes detectives assigned to each of the seven police districts, and the Carjacking Task Force. Here, Kopp formed working relationships with additional law enforcement officers and agencies, and coordinated investigative efforts with local and federal partners.

Kopp is a 2023 graduate of the DC Police Leadership Academy, and proudly served his country on both active and reserve duty with the United States Marine Corps from 2003-2014, during which he deployed to the Helmand Province of Afghanistan, in support of Operation Enduring Freedom.
