Arrest Made in a Kidnapping and Second Degree Cruelty to Children (Abandonment) Offense: 400 Block of Kennedy Street, Northeast

Detectives from the Metropolitan Police Department’s Criminal Investigations Division announced an arrest has been made in reference to a Kidnapping and Second Degree Cruelty to Children (Abandonment) offense that occurred on Monday, November 11, 2019, in the 400 block of Kennedy Street, Northeast.

 

At approximately 3:05 pm, the victim and suspect agreed to meet at the listed location. After a verbal altercation, the victim and her minor child began to walk away. The suspect grabbed the minor child from the victim and then fled the scene. The child was located abandoned and unharmed in a nearby alley. The detectives’ investigation revealed that the involved adults were known to each other.

 

On Wednesday, November 13, 2019, pursuant to a DC Superior Court arrest warrant, 34 year-old Michael Jova Carter, of Northeast, DC, was arrested and charged with Kidnapping and Second Degree Cruelty to Children (Abandonment).
