Agents from the Metropolitan Police Department’s (MPD) Internal Affairs Bureau are investigating an officer involved shooting that occurred on Monday, September 16, 2019, in the 2200 block of Savannah Terrace, Southeast.
At approximately 7:03 pm, uniformed patrol officers of the Seventh District responded to the listed location for the report of the sounds of gunshots inside of a residence. Upon arrival, the suspect exited the residence, brandished a handgun and fired at officers. Officers returned fire, striking the suspect. DC Fire and Emergency Medical Services responded to the scene and found that the suspect displayed no signs consistent with life. During the exchange of gunfire an MPD member was shot. The officer was transported to a local hospital for treatment of non-life threatening injuries.
After further investigation, an adult male victim was located inside of the residence, unconscious and not breathing, suffering from apparent gunshot wounds. DC Fire and EMS determined the victim displayed no signs consistent with life. The suspect and the victim remained on the scene until transported to the Office of the Chief Medical Examiner. Based on preliminary investigation, it appears the deceased suspect shot and killed the victim decedent inside the residence.
The deceased suspect has been identified as 53 year-old Eric Carter, of Southeast, DC. The victim decedent has been identified as 55 year-old Alphonzo Carter, of Southeast, DC.

The officers involved have been placed on administrative leave, pursuant to MPD policy. Responding officers activated their body worn cameras. That footage is currently under review.
