On Thursday, November 13, 2008, at approximately 10:34 pm, Sinquan “Quan” Damone Tinker was shot and killed in the 4300 block of 4th Street, SE. The Metropolitan Police Department seeks the public’s assistance in gathering information regarding this incident.
