On August 17, 2013, at approximately 0025 hours, Javar Robert Allen was discovered in the rear of the 1500 block of 23rd Street, SE, suffering from apparent multiple gunshot wounds. The Metropolitan Police Department seeks the public’s assistance in gathering information regarding this incident.
