On Wednesday, October 2, 2013, Ms. Carmen Payne was found unconscious in the 1200 block of Meigs Place, NE. The incident was ruled a homicide by asphyxiation due to strangulation on February 12, 2014. Ref. CCN #141-679. The Metropolitan Police Department seeks the public’s assistance in gathering information regarding this incident.
