Use of Force Framework

MPD’s officers are guided by a use of force framework that governs the range of force options they are authorized to use. It is not possible to determine ahead of time the proportionate level of force for every possible situation. Our officers use sound judgment and exercise appropriate discretion as the foundation of their decision-making. The use of force framework contains four categories of perceived threats and force responses, all of which are fluid, dynamic, and non-sequential. When determining what, if any, force should be used, an officer’s decision must be based upon their perception of the danger as depicted on the framework and in accordance with MPD’s training and standards.
