An establishment in the District of Columbia can hire an off-duty Metropolitan Police Department (MPD) officer for private property security through the MPD Outside Employment Program by independently recruiting officers and completing a written agreement.
How to Hire an MPD Member for Part-Time Employment (Step-by-Step Process)
Identify an Officer.
Establishments must seek their own officers. The agency does not provide officers for private establishments in this manner.
Negotiate a Rate with the Officer.
Rates must be negotiated between the officer and the private establishment employer. Funds will be paid directly to the officer.
Obtain Liability Insurance.
An establishment hiring an MPD officer must obtain and maintain Liability Insurance in an amount no less than $100,000.00. The insurance policy shall list the District of Columbia Government Metropolitan Police Department as an additional insured. Proof of insurance shall be furnished to the officer. The Certificate of Liability insurance must be current (renewed annually or when expired ) showing all the employer’s business locations/address that the officer is going to work. The officer will provide a PD180-B form (Employer’s Agreement to Conditions of Employment) to the private establishment employer to complete. The form and proof of insurance will be submitted to the officer's chain of command for approval prior to working in the private establishment.
NOTE: For private part-time employment outside the MPD, the private employer does not contact MPD directly. The employer must identify an officer who is willing to work outside employment and that officer notifies MPD's Office of Risk Management (ORM).
