MPD Arrests Suspect in Northeast Shooting

The Metropolitan Police Department announces the arrest of a suspect in a shooting which occurred on Rhode Island Avenue in Northeast.

 

On Wednesday, September 24th, 2025, at approximately 11:17am, Fifth District officers responded to the 2300 block of Rhode Island Avenue Northeast for reports of gunshots at the location. Upon arrival, officers discovered evidence of gunfire with property damage but no victims.

 

On Tuesday, November 18th, 2025, as the result of a detective’s investigation, 44-year-old Thomas Jamal Carter, of no fixed address, was arrested and charged with Assault with a Dangerous Weapon (Gun) and Probation Violation pursuant to a DC Superior Court Arrest Warrant.

 

This incident remains under investigation. Anyone who has knowledge of this incident should take no action but call police at (202) 727-9099 or text your tip to the Department's TEXT TIP LINE at 50411. The Metropolitan Police Department currently offers a reward of up to $10,000 to anyone who provides information that leads to the arrest and conviction of the person or persons responsible for a violent crime committed in the District of Columbia.
