Chief of Staff

Carl Amritt serves as the Chief of Staff for the Metropolitan Police Department. He oversees the daily operations of the Executive Office of the Chief of Police and is responsible for ensuring alignment of departmental activities with strategic goals. Before joining MPD, Carl was the Bureau Chief of Information Analysis and Deputy Director of the fusion center within the District of Columbia Homeland Security and Emergency Management Agency. In this role he provided functional oversight of a team of intelligence analysts focused counterterrorism and targeted violence, cybersecurity threats, crime, and natural hazards. He also led efforts to establish the nationally recognized Threat Assessment Center which provided behavioral threat assessment and management services and training to district residents.

Before joining the DC Government, Carl was the Senior Policy Analyst and later Acting Program Director for Homeland Security at the National Governors Association. In that role, he provided policy analysis and technical assistance to Governors’ offices and homeland security executives on issues on terrorism and targeted violence, emergency management, disaster resilience, public health emergency preparedness, energy assurance, and cybersecurity. He also managed the Governors Homeland Security Advisors Council, a membership association representing the 56 homeland security advisors from each state, commonwealth, territory, and the District of Columbia. Previously, Carl was the Assistant Director of the Office of Global Safety at American University where he managed a university-wide emergency management program responsible for international agreements, satellite campuses, and monitoring international travel for more than 500 community members. He was also the Special Projects Coordinator at the American University Police Department and contributed to the development of the Annual Security Report and Fire Report and led the department communications strategy including website development, branding, and outreach efforts.

Carl received Master of Public Administration and a Bachelor of Arts in Political Science degree from the School of Public Affairs at American University. He holds a Project Management Professional Certification, among other certifications from the Center for Homeland Defense and Security, FEMA's Emergency Management Institute, and the International Organization for Standardization. He also serves as an officer in the United States Coast Guard Reserve.
