Eligibility Requirements to Register a Firearm

Individuals wishing to register a firearm in the District of Columbia must complete a Firearms Statement of Eligiblity Form. This statement of eligibility verifies the following requirements.

The below list is not all inclusive, but does encompass the majority of reasons that firearm applications are usually denied. To have had an application previously approved will not prevent a registration or license being revoked later if anyone of these disqualifying reasons is discovered at a later time.

FIREARM REGISTRATION (FR) APPLICATION

  • Less than 21 years old
  • Possesses Physical Defect that would interfere with the safe handling/use
  • Dishonorably Discharge from Armed Forces
  • Renounced US Citizenship
  • Refused to be Interviewed
  • Refused to be Fingerprinted
  • Refused to be Photographed
  • Refused to Pay Fee - Fingerprints
  • Refused to Pay Fee - Registration
  • Refused to Pay Fee - Instructor
  • Failed to Sign Forms
  • Failed to Complete Application Package Forms
  • Failed to Complete Firearms Training
  • Omission or False Statement on FR Application
  • Refused to Provide Additional Supporting Documents

  • Prohibited Weapon - Short-barreled Shotgun (less than 18”)
  • Prohibited Weapon - Fully Automatic
  • Prohibited Weapon - Short-barreled Rifle (less than 16”)
  • Prohibited Weapon - Unsafe Firearm
  • Prohibited Weapon - Assault Weapon
  • Prohibited Weapon - .50 BMG Rifle
  • Prohibited Weapon – Firearm/"Ghost Gun" (un-serialized)
  • High-Capacity Magazine (capable of more than 10 rounds)

  • Drug Offense Arrests (more than 1 within 5 years, 1 in past year)
  • Crime of Violence - Indictment
  • Weapons Offense - Indictment

  • Felony/Imprisonment Term Exceeding 2 Years - Indictment
  • Felony/Imprisonment Term Exceeding 1 Year - Conviction
  • DV Offense - Assault/Felony Threats/ADW Conviction
  • DV Offense - Conviction within 5 years
  • Drug Offense - Conviction within 5 years
  • Threats/Assault Offense - Conviction within 5 years
  • 2 or more DUI/DWI Offenses - Conviction within 5 years
  • Unregistered Firearm/Unregistered Ammunition Offense - Conviction within 5 years
  • Firearm Storage Offense - Conviction within 5 years

  • Failed to Notify MPD of Change of Information (30 days) (Fine Only 1st X)
  • Failed to Notify MPD of Transfer of Firearm (2 b-days) (Fine Only 1st X)
  • Failed to Keep Firearm inaccessible to Minors
  • Failed to Carry on Person When Not Stored at Business
  • Failed to Secure Firearm at Business

  • Failed to Carry if Not Secured at Residence

CONCEALED PISTOL LICENSE (CPL) APPLICATION

  • Fails to Possess a Pistol
  • Refused to Pay Fee
  • Omission or False Statement on CPL Application

  • Failed to Complete Firearms Training within 2 years of Application
  • Failed to Complete CPL Application

  • Carried Pistol in Plain View
  • Possessed Pistol when Consuming Alcohol
