Winkle Hobie Hong

Winkle “Hobie” Hong

Director, Disciplinary Review Division

Mr. Winkle “Hobie” Hong serves as the Director for the department’s Disciplinary Review Division.  In his capacity as Director, Mr. Hong oversees MPD’s daily operations associated with its discipline process for sworn and professional staff, to include initiating disciplinary action, overseeing departmental proceedings, records management, and subject matter training. 

Mr. Hong is the agency’s principal resource on all disciplinary matters. He provides detailed and structured guidance on MPD’s disciplinary system and is responsible for ensuring standards are met pursuant to the agency’s directives and collective bargaining agreement.  He has been a key component with leading the department through its recent implementation of its revised disciplinary system. 

Mr. Hong brings nearly 20 years of practical legal experience in both the private and public sectors to MPD.  He possesses a wealth of distinctive experience, having served in pivotal roles in civilian oversight and internal affairs with law enforcement agencies in Chicago, Oakland, and Seattle. 

Mr. Hong is a licensed attorney in the District of Columbia. Mr. Hong received his law degree from Albany Law School, in Albany, New York, and his Bachelors of Science in Criminal Justice from the University of Detroit Mercy, in Detroit, Michigan.  He has received numerous certifications from leading law enforcement institutions on administrative investigations and use of force analysis.  Mr. Hong is also a mediator and graduate of the Center for Dispute Resolution at DePaul University College of Law in Chicago, Illinois.
