Chief Technology Officer

David Clow is the Chief Information Officer (CIO) and Deputy Director for the Metropolitan Police Department’s Technical Services Bureau (TSB). TSB oversees all information technology services used to support innovative policing operations and public safety practices. Clow was appointed by Chief Peter Newsham in 2019.

In 2008, Clow joined the District’s Office of the Chief Technology Officer (OCTO) as a network engineer and worked his way up to program manager of the DC-Net Business Unit. In 2018, he was promoted to Associate Chief Technology Officer. In this role, he directed the District’s Internet and Communications Technology (ICT) Program providing internet, VoIP, wireless, data center and data transport services to more than 70 District agencies and100 nonprofit locations and federal customers. Clow was responsible for communicating regularly and effectively with government agency program leads and Chief Information Officers (CIOs).

Clow graduated from the University of Maryland, University College in 2016 with a Bachelor of Science degree and received a Master of Science degree from Purdue University in 2018. In 2022, he received training at the Senior Management Institute for Police, which is a program of the Police Executive Research Forum that provides senior police executives with intensive training in the latest management concepts and practices used in business and government. Clow is regularly invited to be a panelist and presenter at various technology sector conferences throughout the District. He serves on various information technology review and advisory boards, subcommittees, and taskforces.
