Chief Technology Officer

David Clow is the Chief Information Officer (CIO) and Deputy Director for the Metropolitan Police Department’s Technical and Analytical Services Bureau (TASB).  TASB oversees all information technology services, as well as research and analytical services used to support innovative policing operations and public safety practices.  Clow was appointed by Chief Robert J. Contee III in 2019. 

Before joining the Metropolitain Police Department, Clow spent 12 years in the private sector as a telecom and electronics technician.  He traveled to various markets across the U.S. to perform pre-build surveys and installation of cellular tower site systems for national and local cellular companies.  He was involved in the turn-up, operation, and maintenance of a large area regional telecom/broadband network covering Maryland and northern Virginia as lead transmission technician and Lucent 5E telecom engineer.   He also Performed electronics repair and maintenance on radio systems in support of the US Navy Submarine program. 

In 2014, Clow joined the District’s Office of the Chief Technology Officer as a network engineer and worked his way up to program manager of the DC-Net Business Unit.  In 2018, he was promoted to Associate Chief Technology Officer.  In this role, he directed the District’s Internet and Communications Technology (ICT) Program providing internet, VoIP, wireless, data center and data transport services to over 70 District agencies, over 100 nonprofit locations and federal customers.  Clow was responsible for communicating regularly and effectively with government agency program leads and chief information officers.  He led a staff of over 100 technology specialists with an annual operating budget of $25 million. Clow demonstrated acumen for financial management of multi-million-dollar budget accountability for the ICT operational platform supporting voice, data, video, and wireless requirements for over 30,000 government end users. 

Clow graduated from the University of Maryland, University College in 2016 with a Bachelor of Science degree and received a Master of Science degree from Purdue University in 2018.  In 2022, he received training at the Senior Management Institute for Police, which is a program of the Police Executive Research Forum that provides senior police executives with intensive training in the latest management concepts and practices used in business and government.  Clow is regularly invited to be a panelist and presenter at various technology sector conferences throughout the District.  He serves on various information technology review and advisory boards, subcommittees, and taskforces, including the District’s own Covid Response Technology Task Force.
