On Wednesday, September 18, 2012 at approximately 2:14 pm, Joe Roosevelt Richbow, Jr. was shot and killed in the 2400 block of Elvans Road, SE. The Metropolitan Police Department seeks the public’s assistance in gathering information regarding this incident.
