There were no signs consistent with life, and he was taken to the DC Office of the Chief Medical Examiner and pronounced dead.
A subsequent investigation by members of the MPDC's Special Victims Unit led to the issuance of a custody order charging Murder Two while Armed for a 15-year-old District male. (A "custody order" is an arrest warrant issued for a juvenile.) The suspect, whose identity is being withheld because he is a juvenile, was charged in connection with the shooting at approximately 6:30 pm, on Wednesday, January 25, 2006, when he responded to the offices of the Special Victims Unit, located at 300 Indiana Avenue, NW. He is scheduled to be arraigned Thursday in DC Superior Court.
The preliminary investigation indicates that the arrested subject and decedent were allegedly playing some form of "Russian Roulette" at the time of the fatal shooting.
