DC POST Board (Police Officers Standards and Training Board)

The District of Columbia Police Officers Standards and Training Board (the POST Board or the Board) was created by the Omnibus Public Safety Agency Reform Amendment Act of 2000 to bring consistency and continuity and to enhance the quality of the Metropolitan Police Department (MPD) sworn officer selection and training programs. The statutory authority for the D.C. POST Board, contained in D.C. Official Code § 5-107.03 and § 5-107.04, was amended by the D.C. Council in 2004 to extend the authority of the Board to the selection and training of D.C. Housing Authority Police Department (DCHAPD) sworn officers. The code was again modified in 2012; the modifications clarified the roles and duties of the Board as well as provided the Chief of Police with more discretionary powers. Most recently, in December 2020, the code was amended to increase the size of the Board from 11 voting members to 15 voting members.

The POST Board consists of 11 voting members including the Mayor or the Mayor’s designee; the Chief of Police, Metropolitan Police Department or the Chief of Police’s designee; the Corporation Counsel for the District of Columbia or the Corporation Counsel’s designee; the United States Attorney for the District of Columbia or the United States Attorney’s designee; the Assistant Director in Charge, Washington Field Office, Federal Bureau of Investigation or the Assistant Director’s designee; a Representative of the District of Columbia Superior Court appointed by the Mayor in consultation with the Chief Judge of the Superior Court; one criminal justice educator appointed by the Mayor; one police representative appointed by the certified collective bargaining agent, and one police representative appointed by the Mayor in consultation with the Chief of Police and two community representatives appointed by the Mayor. The Mayor, in consultation with the Chief of Police, shall appoint one Metropolitan Police Department Reserve Corps representative as an advisory, nonvoting member of the Board. The Executive Director, Maryland Police and Correctional Training Commissions; and the Director, Division of Training and Standards, Virginia Department of Criminal Justice may serve as non-voting advisory members.

Mission

The mission of the D.C. Police Officers Standards and Training Board is to set the minimum standards for training and to enhance the delivery of law enforcement service in the District of Columbia by ensuring the use of best practices in police officer selection and training standards for the Metropolitan Police Department and the D.C. Housing Authority.
