Suspect Arrested for Attempted Illicit Conduct with a Minor

At approximately 11:40 am, on Monday, June 5, 2006, members of the Metropolitan Police Department's Youth Investigations Branch, Internet Crimes Against Children (ICAC) unit arrested 46-year-old Mark Russell, of the 12000 block of Hiden Waters Way, in Clarksville, Maryland.  He was arrested, without incident, in the 2300 block of 13th Street, NE, and charged with violation of Title 18 of the United States Code, Traveling With the Intent to Engage in Illicit Conduct With a Minor.

Mr. Russell allegedly utilized the Internet to make contact with a person he believed to be a 13-year-old female, and reportedly made arrangements to meet her. When he arrived at the agreed-upon location, he was met by officers who placed him under arrest. He is expected to be arraigned tomorrow. 

Members of the ICAC unit will enter into "chat room" conversations in an attempt to intercept those attempting to entice underage females and males.
