Arrest Made in Fatal Shooting in the 5300 Block of Clay Terrace, NE

A suspect has been arrested in a double homicide.

Detectives from the Metropolitan Police Department’s Homicide Branch announced that an arrest has been made in the fatal shooting of Davonta Artis and Daquarn Tibbs.

On Tuesday, October 13, 2009, at approximately 4 pm, officers assigned to the Sixth District and DC Fire and Emergency Medical Services personnel responded to the 5300 block of Clay Terrace, NE to investigate the report of a shooting. Upon arrival, they discovered five (5) male victims ranging in age from 15 to 18 years of age suffering from gunshot wounds.


Emergency medical personnel did not find any signs consistent with life in one of the victims who remained on the scene and was pronounced dead. The other four victims were transported to area hospitals for treatment, where one of the victims succumbed to his wounds and was also subsequently pronounced dead, while the other three victims were treated for their injuries.


The first decedent was identified as 15-year-old Davonta Artis of the 300 block of <?xml:namespace prefix = st1 ns = "urn:schemas-microsoft-com:office:smarttags" /?>54th Street, NE. The second decedent was identified as 18-year-old Daquarn Tibbs of the 200 block of 37th Place SE.


On Tuesday, August 3, 2010, detectives from the homicide branch arrested and charged 18-year-old Paul Riggins with two counts of Manslaughter, Conspiracy, and Carrying a Pistol without a License. This case remains under investigation.
