Circumstance:

Officer Conrad was assisting Charles County Sheriff McParlan serve a Witness Summons on Herman Copeland of 76 I Street, NE. Copeland was wanted for murder in South Carolina.

Copeland shot both officers fatally and fled to 1400 Carrolsburg Place, SW. Lieutenant Dunigan tracked the suspect to this location and found him hiding under a bed. Copeland then shot Lieutenant Dunigan in the groin, causing death.

It is believed that Dunigan was able to shoot the suspect once before he died. When the suspect surrendered, he had four gunshot wounds.
