Commander Jacob Kishter has almost 20 years of law enforcement experience. Kishter assumed command of the Third District in December 2009, when Chief Cathy L. Lanier promoted him.
As an inspector, Kishter commanded the Third District Substation, the Forensic Science Services Division and the Internal Affairs Division.
Upon completion of the Police Academy, Kishter was assigned to the Sixth Patrol District where he served as a patrol officer for six years. During his tenure at the Sixth Patrol District, Kishter was also assigned to the vice and auto theft units.
In 1996, Kishter was promoted to the rank of sergeant and was assigned to the Third Patrol District. In 1997, Kishter was transferred to the department’s Police Recruiting Unit until his promotion to the rank of lieutenant in 2000.
As a Patrol Services Area (PSA) lieutenant, Kishter was assigned to the First Patrol District. In 2001, Kishter was transferred to the Office of Professional Responsibility (OPR) where he served as the commander of the Civil Rights and Force Investigation Teams. In 2006, Kishter was promoted to the rank of captain and remained in his assignment at OPR.
In 2007, Kishter was assigned as the Director of Police Communications until his promotion to the rank of inspector in 2008.
Commander Kishter holds a Bachelor’s and Master’s Degree in Management from The Johns Hopkins University in Baltimore, Maryland.
