- No ABC Establishments (Nightclubs C/N, D/N) or ( Taverns C/T, D/T)
- No Sexually Oriented Business
- Not on public space
- Rate: Negotiable between the officer and establishment. Funds payable directly to Officer.

- Establishments must seek their own officers. The agency does not provide officers for private establishments in this manner.
- Obtain and maintain Liability Insurance in an amount no less than $100,000.00. The insurance policy shall list the District of Columbia Government as an additional insured. Proof of insurance shall be furnished to the Chief of Police through the employee, and the Chief shall be notified whenever the terms of such liability insurance change or such liability insurance is cancelled.
