First District Commander David K. Kamperin
Commander David K. Kamperin is a 22-year veteran of the Metropolitan Police Department and was selected on September 23, 2007, by Chief Cathy Lanier to serve as the Commander of the First Patrol District. He had previously been assigned as Commanding Officer of the Special Tactics Branch of the Homeland Security and Special Operations Division. Commander Kamperin began his career as a patrol officer in the Third District. During his tenure with the MPD, Commander Kamperin has worked in four of the seven police districts, the Special Operations Division, the Homicide Branch and the Training Academy where he re-engineered the Department’s use-of-force policy and training programs receiving the approval of the Civil Rights Division of the United States Department of Justice. He served as the Executive Officer for the Operational Support Command where he coordinated the recruiting and deployment of over 3, 000 law enforcement officers from across the country to assist with the 55th Inauguration of the President of the United States. Additionally, he was the Captain/Assistant Division Commander of the Narcotics and Special Investigations Division during a period of restructuring and reorganization of that division. Prior to his promotion, Commander Kamperin served as the Commanding Officer of the Special Tactics Branch of the Homeland Security and Special Operations Division leading the Emergency Response Team and the Canine Corps.
Commander Kamperin received his Bachelor of Science Degree from the University of Maryland, College of Business and Management, concentrating in Personnel Administration and Labor Relations. He holds a certificate in public management from the George Washington University and is a graduate of Penn State University’s Police Executive Development Program (POLEX). He is also a graduate of the Drug Enforcement Administration’s Drug Unit Commanders Academy in Quantico, VA. and has completed training in Tactical (SWAT) Command and Advanced Tactical Command Programs.
During his career, Commander Kamperin has received a variety of awards and commendations, including MPD’s Achievement, Meritorious Service and Unit Citations. He was recognized by the community and his peers as Manager of the Year in the First Patrol District and has received a Certificate of Appreciation from the Executive Office of the President of the United States, Office of the National Drug Control Policy for his work in the High Intensity Drug Trafficking Areas Program.
Commander Kamperin is a member of the American Academy of Certified Public Managers (ACPM), the National Tactical Officers Association (NTOA), the Metropolitan Police Officials Association and the University of Maryland Alumni Association. He resides in Maryland with his wife of 20 years and four children.
