CHAMPS Award - February 2000 Recipients

The CHAMPS Award Luncheon was held in the Marriott at Metro Center located at 775 12th Street, NW, Washington, DC 20005.

Third District

Officer Eric Hampton
Officer John Hansohn

On Sunday, December 19, 1999, at approximately 8:23 pm, Officer Eric Hampton observed a subject operating a black 1999 Chevy Cavalier, bearing DC tags, in the 1200 block of Clifton Street, NW. When Officer Hampton attempted to stop the subject, he pulled off at a high rate of speed and proceeded northbound towards Florida Avenue. As Officer Hampton pursued the vehicle, the subject jumped out and ran into a nearby alley. Officer Hampton and Officer John Hansohn pursued the subject on foot into the alley, were he was subsequently apprehended. Officer Hansohn returned to the abandoned vehicle and found a black 40 Caliber Smith and Wesson semi-automatic handgun lying in the passenger’s seat. The weapon had a shell casing lodged in its firing chamber, and the slide was locked to the rear (stove piped). Officer Hansohn also recovered a ziplock bag containing cocaine and a ziplock bag containing marijuana, from the vehicles passenger’s compartment. The subject was arrested and charged with CPWL, Unregistered Firearm, Unregistered Ammunition, Possession of Cocaine and Possession of Marijuana. On December 20, 1999, the case was presented before the United States Attorneys Office and papered, charging the subject on all counts.

Fifth District

Officer John Light
Officer Troy Jessup

On New Year’s Eve, Friday, December 31, 1999, Officer John Light and Officer Troy Jessup, while working the evening tour of duty, were on routine patrol in the 1700 block of West Virginia Avenue, NE, when they heard gunshots from the rear alley. Both officers quickly responded to the area on foot. They observed a male subject holding a shotgun on the porch of a residence in the 1700 block of West Virginia Avenue. The officers witnessed the subject fire the shotgun into the air two times. The officers approached the area with caution and announced their presence. The male subject ran inside of the building. The officer relayed the information concerning the building location and event to the dispatcher and the building was secured. Officer Jessup then knocked on the door and a male subject exited. Officers Jessup and Light immediately recognized the male as the shooter and secured him in handcuffs. The shotgun was leaning on the wall and in plain view. The officers recovered the weapon and the subject was arrested and charged with Discharging a Weapon and Possession of an Unregistered Firearm.

Officer Peter Sheldon

During the period of November 19, 1999, to January 14, 2000, Officer Harlan Hatton and Officer Peter Sheldon collaborated to apprehend nine suspects for illegally carrying firearms in the District of Columbia. At the time of these arrests, Officers Hatton and Sheldon were partners assigned to uniform patrol in PSA 602.

  • On November 19, 1999, Officer Hatton and Officer Sheldon arrested a male subject for Carrying a Pistol Without a License. Recovered from the subject’s possession was a fully loaded 9 mm pistol. The officers also arrested a male subject for Carrying a Pistol Without a License and Unregistered Auto. Recovered from the subject’s vehicle was a fully loaded 9 mm pistol.

  • On November 27, 1999, the officers arrested a subject for Carrying a Pistol Without License. Recovered from the subject’s possession was a fully loaded .357 Magnum revolver.

  • On December 10, 1999, Officer Hatton and Officer Sheldon arrested a subject for Carrying a Pistol Without a License. Recovered from the subject’s possession was a fully loaded .380 Caliber pistol.

  • On December 25, 1999, the officers arrested a subject for Simple Assault and Carrying a Pistol Without a License. Recovered from the subject’s possession was a fully loaded .38 Caliber revolver.

  • On January 2, 2000, Officer Hatton and Officer Sheldon arrested a subject for Assault With a Dangerous Weapon (Shotgun), Unregistered Firearm, and Possession of Prohibited Weapons. Recovered from the subject’s possession was a loaded 12-Guage, Smith & Wesson Shotgun, a stun gun, and a slapjack.

  • On January 9, 2000, these officers arrested a subject for Unauthorized Use of a Vehicle and Carrying a Pistol Without a License. Recovered from the subject’s possession was a fully loaded .25 Caliber pistol.

  • On January 10, 2000, these officers arrested a subject for Carrying a Pistol Without a License, Unauthorized Use of a Vehicle, and Possession of Crack Cocaine. Recovered from the subject’s possession was a fully loaded .380 Caliber pistol.

  • On January 14, 2000, Officer Hatton and Officer Sheldon arrested a subject for Armed Carjacking and Carrying a Pistol Without a License. Recovered from the scene was a loaded .45 Caliber pistol.

Seventh District

Officer Ronald Palmer
Officer Michael Iannachione

On Sunday, December 5, 1999, Officer Michael Creasman and Officer Ronald Palmer received a radio assignment for a drug complaint in the 2300 block of Raynolds Place, SE. The dispatcher provided the Officers with a lookout for a male subject in his early twenties, wearing a black jacket. Due to the recent success of tactical operations conducted in this area, Officer Creasman enlisted the aid of Tactical Unit plus an additional PSA unit. These units entered Woodland Terrace on foot and took up tactical positions.

As Officers Creasman and Palmer entered the block they observed four subjects standing in the block. One of the subjects matched the lookout provided by the dispatcher. As the officers neared, all four subjects began to run toward the center of Woodland Terrace. Officers Creasman and Palmer then pursued the subjects into Woodland Terrace on foot, while broadcasting a lookout over the Seventh District radio zone for the benefit of the officers waiting inside of Woodland Terrace.

Upon Entering Woodland Terrace, the subject matching the lookout separated from the other three subjects, at which time he removed his black jacket and dropped it to the ground. Officer Creasman immediately broadcasted an updated lookout of the subject and continued his pursuit along with Officer Ronald Palmer and Officer Michael Iannachione. Within seconds of the initiation of the foot pursuit, the additional units stopped the three subjects that had separated from the suspect matching the lookout. Officer Iannachione continued the pursuit of the suspect and, with the assistance of Officers Creasman and Palmer, stopped the suspect a short time later. Officer Palmer immediately retrieved the suspect’s abandoned jacket and recovered a Keltec 9mm handgun with an extended magazine and eleven live rounds of ammunition. Upon processing the jacket, the Seventh District technician recovered 237 grams of marijuana packaged in ziplock bags and approximately 50 grams of unpackaged marijuana in a large ziplock bag. The suspect was subsequently placed under arrest.
