Chief Cathy L. Lanier remains fully committed to ensuring the safety and well being of every person who lives, works and recreates in the District. Her commitment includes those members of our community who are served by the Metropolitan Police Department’s Special Liaison Units.
In December 2009, the Metropolitan Police Department (MPD) announced the expansion of the Special Liaison Branch (SLB) to better serve the needs of the community. The Special Liaison Branch supports community policing with communities that are sometimes underserved, and is composed of the Asian Liaison Unit (ALU), Deaf and Hard of Hearing Liaison Unit (DHHLU), Gay and Lesbian Liaison Unit (GLLU), and the Latino Liaison Unit (LLU).
The SLB has expanded to include “affiliate” officers on patrol throughout the city. The affiliate officers have volunteered to receive specialized training on diverse communities, their issues and how to best serve them. They will continue to work in their home district, but will receive coordinated support, information, and trainings through the Liaison Units in the SLB.
The Asian Liaison Unit acts as a conduit between the Police Department and the Asian community in the Washington, DC area. The unit is staffed by Sergeant Kenny Temsupasiri, one community outreach specialist and five sworn officers. The members of the ALU, sworn and civilian, staff speak Korean, Vietnamese, Chinese Cantonese, and Thai. The unit was officially established as the Asian Liaison Unit on March 4, 1996. The Asian Liaison Unit is not a full police station, but the officers are deployed to provide their police service in all districts.
Responsibilities of the ALU include:
-
conducting outreach to Asian community and update their emergency notification in all districts;
-
general police operations in the Chinatown area and citywide;
-
providing translation of Chinese Cantonese, Korean Vietnamese and Thai languages to the patrol officers and detectives;
-
assisting the Patrol Service Area Officials and Officers during the community meeting with Asian citizens and encourage citizens to attend a meeting in their patrol service area;
-
ALU Officers are on call 24 hours and will respond back into the city to assist the patrol officers and detectives when the citizen is a victim of violence crimes;
-
conducting follow up investigations involving Asians as the complainant or perpetrators of a crime;
-
promoting community relations within the Asian community by attending community meetings, workshops, and safety seminars in all of the police districts.
